Informal answer from IA is simply that they are splitting off their PTW business, but won't be fully functional until mid-August. Maybe in the shuffle they didn't notice your order and have their hands full?
I'd hazard a guess they are resurrecting this site for the split, and you may see it overhauled if/once this all goes through...
