This is a mistake on the part of the customs officer of the day, when he's given a shitty wage and even less respect.
I've searched hi and low for ANY restrictions on body armour, and the only thing I found was it couldn't be stolen/taken/"borrowed" out of the forces (duh - theft is theft). Soft armour is no problem at all (just watch out for shipping, expect roughly about twenty dolalars to fourty dollars for shipping alone, USD). Hard armour is usally restricted not by Canada (holly shit, can you believe we can actually own this stuff with the FIBerals in power? :banghead: :lol: ), but by the exporting country (the states are particularly sticky about this one). I'm tempted to give steel plates a whirl.
That being said, I know Farmboy (I think it was?) said he could procur some.
