The Japanese authorities were targeting Digicon guns specifically. Personally, I have seen and shot a NBB Digicon 10" Desert Eagle that fired almost 500 FPS on duster with minor DIY modifications. Add a few basic mods like highflow valve, tightbore, and use Green Gas and you could hit 700 fps quite easily, I imagine.

The NEW japanese regs that came into effect this month state that all testing is to be done at 20 degrees, which will significantly lower blowback. It's going to mean major modifications to the producers, who will now have to design guns that will work well at lower temperatures and lower velocities. Who knows, maybe this will lead to a modernization of gas guns that can run at low (winter?) temperatures?
