On plastic? That would look good and last? No.
On metal, yep, but I'd go for some really fancy parkerizing (my choice) or anodyzing (if you want funky colors).
Plastic will just look like plastic unless you are an expert (and expensive). You dont want the results to look like something from a dollar store, do you?
Go with a metal base, gives you far more choices for the results.
