Complete upper receiver import?

Are we allow to import Complete upper receiver ICS into canada? I know we can't import the Lower but is the upper receiver ok, an example such as this http://www.speedytoys.com/shop/item.asp?itemid=5773 (this one is not the one I'm looking for, I rather get a non RIS M16A2.

Upper receiver is fine, I imported a gbbr upper without problem, CBSA open and release it quite quickly

As legal as it is for import you might get some trouble if the person inspecting the package doesn't know anything about what gun parts you can import legally and they might seize it. In that case just appeal and hope that they release the package ASAP.

don't know why but some custom officier thinks firearms parts is illegal or requires license. (Receiver, full gun, and ammo requires license, the rest don't)
