How to Downgrade fps on WE AK-47?

Hi - I'm sure there's a thread somewhere here, but I'm just coming back to Airsoft and am a little out of the loop on GBBR technology, and can't seem to find what I'm looking for...

Can someone point me to some directions on bringing my new Open Bolt WE AK-PMC's velocity down to something that will be field legal? - it's going through more cardboard than any AEG I've ever had... very fun, but definitely not game-safe...

I've come across something called a RA Tech NPAS kit that looks like it might be the right thing, but I have no idea if it really is, or how to install it... Please Help!!
