Don't quote me on this but I think that the age limit is for younger people because of maturity reasons. So if your grandparents are into that sort of thing go for it

The age limit has nothing to do with maturity.
Its to do with being able to legally held responsible for ones actions. When you are 18 you are considered an adult and can be held legally responsible for what you do.

And with being 18, you are more likely to work then go to school, and have more time to go to games.
An example : Games held on Monday or Tuesdays, while they end at 12AM. |

Except that doesn't really have anything to do with laws/rules/being verified.
