I'm thinking of putting electrical tape around the internal unit to cut off any contact with the insides of the outer shell. In theory, I think that should work--I hope. If not I'll try filing as you've suggested.

Tape on the outside of the internal cylinder is just a bandaid solution. I highly doubt it is shorting against the outer tube unless you have two points of contact for electricity to flow to and from. Even then it's not likely.
