Rules for scanning are usually set ahead of time by the host/organizer. If it's discussed and agreed that there will be no channel surfing and you do it, then you're a big fat cheater. If no one says boo about it at the briefing or posted rules set, the sky's the limit, but IMHO it's still crosses the line with the honour system we have in place and personally would avoid doing it unless its part of the game. Frs and gmrs are so limited in frequencies and privacy to start with.

Most times though, code is used so overheard chatter is just nonsense to the other team.
