These are EOD guys on RIMPAC 2012. My guess is that they were issued because the rest of the PPCLI guys on the exercise all have their Canadian issued kit.

And although it doesn't prove anything, they have Paraclete pouches on which appears common for some CSOR guys (They might have a similar procurement system)

It's awesome (and kind of funny) how we have dedicated Russian/spetsnaz groups here, and they have dedicated canadian/csor teams out there. Very cool to see.
