Having taken apart my MEU.... my hop up rubber has the "pouty lip" too. I don't get it, I thought it was fine.

Yeah, for me, it was slightly longer, thats why when the screws are fastened tightly, it squeezes it together and forms the pouty lip

Naw, I've used a number of KA air seals/hop up rubbers as well as swapped a Nine Ball one around through a few guns - fit was fine in all of them, though I had to coerce the rubber to form a round seal once.

I know it doesnt make sense. I was trying and trying so hard to reduce the pouty lip like what Hitman and ILLusion said, but for some reason, it always just pouted. Im not sure how to fix it.

If the top fits in the groove and the botttom pouts out, pinch it in. It will work. Unless you're using some weird inner barrel? LOL

Pinching it in wasn't the problem. It looks like the end of the rubber's circumference is too large, so when the 2 halves of the chamber are tightened with the screws it deforms the circle shape of the bucking. The pouty lip is formed because the bucking's loose rubber has no place else to go but up into the space.

I've put plenty of fireflies into 1911/hicapas and I've never encountered the "pouty lip" problem... are you sure you've put it in correctly?

(slid it into the proper spot on the inner barrel, aligned the "bump" with the cutout?)

yeah, the hop up rubber is too big. I'll post pictures show the difference in circumference and length, and you can see the difference is too large to fit into the grooves the chamber has provided.
