Base gun for a URG-I/Mk. 16 build
Can anyone recommend a decent m4 platform for a URGI build? I was thinking of a Lancer Tactical Gen 2, particularly the m4a1 style.

The VFC that Steve recommended would be a good base. It’s not going to cost you $1500 and you can save a couple bucks during Black Friday

He might have googled the same one I seen. Trigger Airsoft has a GBBR with the same title for $1,429.00

Andy's Airsoft has a VFC MK18 Colt Licensed AEG in stock. Colt licensed should have the Colt trademarks on the receiver so that could be the base.

Does the VFC Mk.18 use RS barrel nuts?

It's not that straightforward - the short answer is "yes".
The long answer is their metric threads are done to a pretty loose tolerance so they're able to take SAE threads.
