Can those be added to TM/CA's springer XM177E2/M4s?

You mean you want to Add stuff on to exsisting rails...yes
However...if you want to put new rails. I don't know.

Stuff like adding a scope mount or something to the top of the sight, do ones that are designed to fit the more expensive AEG will fit or some custom work that needs to be done first?

If your carry handle is removeable then there should be a weaver flat top. In which case get some weaver scope rings and toss it on. If your carry handle is non removable then get the M4/M16 carry handle scope mount then put on some rings for the scope.
